On December 17th and 18th, 2024, the first meeting of the Chile-Bolivia Binational Table on Transboundary Water Resources (TWR) was held at the DIFROL premises. The Chilean delegation was led by the Director of Borders, Pedro Pablo Silva Sánchez, and the Bolivian delegation by the Director General of International Transboundary Limits and Waters, Marissa Castro Magnani.The significant presence of the National Director of Borders and Boundaries, Carlos Dettleff Beros, was also noteworthy.
During the meeting, the importance of advancing towards a roadmap for joint work related to surface transboundary water resources was highlighted. In this regard, the axis of technical cooperation for shared Chile-Bolivia management was addressed, reviewing the methodologies used by both countries to define the basins, with the aim of identifying common criteria. In the second axis, issues of interest were identified to deepen in the following meetings, such as the continuation of the criteria for identifying basins and the exchange of information and applicable regulations of each country.
Both delegations presented their cooperation experiences with other neighboring countries, in order to have references as a basis for the work of the bilateral table.
The parties agreed to start with a virtual technical meeting between DGA (Chile) and MMAYA (Bolivia) to carry out the previously agreed work related to the definition of criteria, considering a pilot basin.
It was agreed to consider the feasibility of including these instances in the report of ODS indicator 6.5.2, as well as to evaluate the relevance of working on instruments that strengthen transboundary cooperation. For this purpose, alternatives for financing the implementation of technical and bilateral cooperation measures will also be explored.
